I am referring to a country that currently using soccer as aprt of its
military training.

In many many countries soccer will form part of the physical
activities and team sports played by members of the military as part
of their physical training. Otherwise, I don't see how soccer could be
used for training in a specifically military way (save for the
transferable skills of fitness, teamwork and strategy, which are why
will it will form part of physical training).

I remember reading about the Russian Sweeper Ivanov commencing his
soccer career in representation of a Russian/Soviet military team, so
therein may lie your answer
