yourself which is the best to suit your specific needs:

I've seen the following top ten list:

BEA Systems, Bluestone Software, Borland, IBM, IONA, iPlanet, Oracle,
Persistence, SilverStream and Sybase.

From here, it then depends on YOUR specific needs.
