I got my hands on a Jetta service manual which states, in its entirety
under "Replacing Ignition/Steering LockCylinder"
"The steering column housing does not need to be removed from the
steering columnin order to replace or repair the lock cylinder, but
removal of the entire assembly may make it easier."
"To replace the ignition/steering lock cylinder, drill a 3mm (1/8
inch) hole in the lock cylinder housing at the point indicated in Fig
7-4 [which I will describe below]. Insert a pin through the hole and
ppress downon the spring that holds the lock cylinder inthe housing.
using the ignition key may help by insertng it into the cylinder to
pull the cylinder out. To Install the cylinder, simply press it in
without the key until it snaps into place"
The figure in the service manual indicates an area 12 mm by 10 mm from
the top of the VW insignia on the ignition lock. So, to explain it
another way, 10 mm above the VW isignia in a counterclockwise
direction, and 12mm from the top of the ignition lock towards the
steering column. There appears to be one general region that needs to
be drilled but not one specific point.
So, you are not missing anything obvious, but it does not seem like
you have to remove the entire steering column. My roomate has done
this and he says it is not frightfully hard, but getting inside the
car with your drill can be a bit of a squeeze. Hope this helps with
