I want to be able to search the http://europa.eu site based on a
specific query. For example i want to fimd all forecast or open
projects in all countries that contains the word legal. Is it possible
to do this every time with a different query and how?

Assuming you want to search the site europa.eu.int, this can be done
simply through their search page, which appears (in English) at:

http://europa.eu.int/geninfo/query_en.htm

The form is also available in other European languages as well.
