selling and communicating, cost effectiveness of web development and
usage statistics.

A lot of this will vary according to the demographic profile of the
people you wish to target with your web site.

- the business type 
- the resources (money, experience, other assets)
- the products
- your target clients and location
- some known competitors in your target area
- the mission statement of the business will also be very helpful

Based on this info, statistical data can be gathered and analyzed in
order to construct your business case.
