There are several theories called "rocket theory".  What subject does
the theory in your question relate to?  The more specific you can be,
the better the answer might be.

The most general theory of rocketry is probably Newton's third law of
motion (see http://csep10.phys.utk.edu/astr161/lect/history/newton3laws.html).
This states that every action has an equal and opposite reaction.  The
application to rocketry is that by ejecting mass (usually the exhaust
gases) at high velocity to the rear, the rocket is propelled forward.
