I have reached a dead end on this question, so I am posting the best
information I have at this point as a comment.
I think it is likely that the program you are seeking was one of the
22-part series originally produced and broadcast by CBS News in
1954-1965. It apparently was rebroadcast on a cable network during the
time period you recall, and I have found no other candidates. The
fact that CBS Broadcasting International was credited in the broadcast
you saw is also strong evidence that this is the series you are
looking for. I know from personal experience that CBS Broadcast
International was at that time the entity responsible for the
syndication of much program material owned by CBS.
The series was called "The Complete Story of World War I" and was
released on video on 1994. Amazon.com has offered it in the past, but

I have checked other vendors of new and used videos, as well as the
main auction sites, and I have not come up with a copy that is
currently for sale.
You noted that you watched it on a cable channel in the 1980's. One
source I have found indicates that it was carried on the A&E Network
in the "late 1980s." This may be consistent with your recollection of

Unfortunately, this outline does not contain the titles of each of the
22 broadcast episodes of the series, so I cannot confirm that the
phrase "Wilson and the War" was the title of one of them.
If no other researcher can nail down an answer, I suggest that you
check with a local university library or large public library in the
hope of finding and borrowing or viewing a copy.
Of course, I would be happy to post this information as an answer if
this lead turns out to lead you to the video you are seeking.
