Thanks for the interesting question. 

I've done some searching for you and I believe the reason you may be
having trouble locatiing this poem is because you have the incorrect
title.

Stephen Vincent Benet wrote a poem entitled "Litany for Dictatorships"
in 1935 (although it certainly is still relevant today). Online copies
