Hello Goonerb!

I took an interest in your question this afternoon after cleaning out
my Caller ID and finding that exact same number, time-stamped December
30th at 14:32 - which was the time I called home to Toledo from the
Chicago Greyhound station to let my children know that I had arrived
safely.  I used a "Greyhound Phone Card" to do this.

A little fishing around in my backpack revealed that I still had the
card.  I called my sister, gave her the numbers, and asked her to call
me with that card from her home in Michigan.

Guess what number came up on my Caller ID?

I flipped the card over and called the Customer Service number on the
back:

1-800-598-5465

...and was connected to Troy in the Customer Service Department at ILD
Telecommunications.  I asked him about the number, and barely got
"678" out of my mouth, before he chuckled and finished the remaining
sequence of numbers.

"That's ours," he said.

The telephone number you you've noted is a generic "switch" number
used by ILD Telecommunications for their "Call & Carry" prepaid long
distance cards, available through vending machines at many convenience
markets and Greyhound stations natonwide.

Depending on the particular switch the call is routed through, it may
show up on Caller ID services as "Stephanie Jennings", "Steven
Jennings", "Georgia Call" or no name at all, but with the number
678-309-9999.  Troy explained that the Jennings names were just "John
Doe type aliases" assigned for the purposes of call routing - which
name comes up will indicate which switch your call was routed through.
 It's otherwise completely meaningless.  Attempting to call the number
back will result in a "disconnected" recording because it's a switch
number, not an actual telephone number.

This sort of masking is apparently quite common in the pre-paid phone
card business.

This appears to be a non-working number, hence, no owner or address. 
In general, though, numbers ending in 9999 tend to be payphones.

You are not the only one looking for the owner of this number. My
guess is that it is the outgoing number given when using a certain
calling card.

Several people ask about it at a payphone web site:

Yesterday I got calls from the 678-309-9999 number, three times
starting at 8pm, with the last one at 12:20am! Does anybody know what
the deal with this number is?

I was doing a reverse lookup, and a link led me here. My little sister
has called me from this number, 678-309-9999 and it shows up as
Georgia on the cid. I read alot of postings here and found a dad
looking for his son and inquiring about the same number. When I call
it, it is disconnected, and I suspect it is not a pay phone. My sister
claims to be in California, could this be a calling card diversion,
and if so, how does that work, plz help.

I am looking for somone in GA (Atlanta or Maretta) that can give me
the adfdress to a pay phone where My son was last at in this
area...Havent seen or heard from him in quite sometime.. he is only 1
yr old and this is the number where I last spoke with his mom
from..can anyone help with this informmation on this number

you gotta understand that i did not just hang up on you. my cat walked
over the base of the phone and it accidently hung up. it was right
towards the end of the song. i feel like such an ass. im so sorry. i
tried to *69 but the number didnt work. (678) 309-9999? i dont know.
