I am looking for 3-5 bulk email vendors that are willing to work on a
CPL (cost per lead) basis.  These must be reputable companies that
deal ONLY in opt-in (i.e., no spam) lists, and can do their own
sending.  I need a phone number or email address for each company you
find, ideally with a contact name.

For what it's worth, the average effective CPM for our offers is $0.45
to $0.75.
