I would like an circuital drawing for a cable that meets the following
performance characteristics:

An electrical cable that, in cold weather, generates a constant
controlled outside temperature of approx. 45 degrees (with as little
variation as possible).  In warm weather, the temperature can go above
the 45-degree constant, so cooling isn't an issue.

The length of this cable would vary, but the max is 100 ft. 

It would be plugged into a 120 volt AC outlet, and would be
automatically controlled by an integral thermostat. This is
essentially a heating blanket with a thermostat.

A GFI could be used at the beginning of the cable. 

It would also include a power indicator light in the plug for
assurance that the system has power.

Exactly.

Forget the GFI stuff, and think of it as outdoor heat tape.

This is merely a comment and perhaps not exactly what you are looking
for.
I think the type of cable you have in mind, is usually defined as
"trace heating" (in the uk at any rate)
The link below gives the technical details in design and construction,
along with some simple drawings. The company providing the info are uk
based, and thus normally supply cables rated 220V ac, however they do
supply on special order, 120V ac cables. Drawings for both cables
would be identical.
