Hello tony1849-ga,

You can obtain this article from the BioMedNet Journal Collection (
http://journals.bmn.com/ ).  You will need to register (for free) with
the site, which you can do along the way in this process:

First, click on the tab "Browse Journals".  Then scroll down to
"Chemistry & Biology" and click "All" next to that entry.  Next, go
down to "Volume 3 1996" and click on "No. 2".  On the resulting page,
under "Research Papers", you'll find the entry "A 'litmus test' for
molecular recognition using artificial membranes".  If you click any
of the links, you'll see an abstract, along with options for full text
access ($7.00 for the individual article).

Alternatively, you might be able to view past issues of Chemistry &
Biology at an academic scientific library.
