I have tried to obtain a list of new residents in a zip code area and
have been unsuccessful. I would prefer not to use the services of
others that provide the list of new residents.
Would you please provide me with the web sites that may be useful in
this project.

This depends entirely on what zip code you're interested in, as
different localities have different types of access to information. 
For the most part, information may well be available for homeowners,
but not necessarily for renters.  Give us some more details, and we'll
see what we can do.

As pafalafa-ga noted, this information will vary between homeowners
and renters.  Would you be open to using a list broker?  I can refer
you to some list brokers that use online and (mostly) offline ways for
generating lists.
