Hello.

Actually, there were more than two monarchs on horseback in that
funeral procession.

A usenet message citing Barbara Tuchman's "The Guns of August"
identifies eight monarchs that rode on horseback in the funeral
procession.
King George V
Kaiser Wilheim II of Germany
King Alfonso XIII of Spain
King Manuel II of Portugal
King Frederick VIII of Denmark
King Haakon VII or Norway
King Albert of the Belgians
King Ferdinand I of Bulgaria

King George of the Hellenes was left off that list, but is mentioned
in the book cited, Barbara Tuchman's "The Guns of August." Amazon.com
has graciously scanned several pages from that book. From page 1-3:
"In the center front rode the new king George V... and on his right
William II the German Emperor. Mounted on a gray horse.. Behind him
rode... King Frederick of Denmark and King George of the Hellenes...
King Haakon of Norway; and three Kings who would lose their thrones:
Alfonso of Spain, Manuel of Portugal and, wearing a silk turban King
Ferdinand of Bulgaria... few observers had eyes for the ninth king...
Albert King of the Belgians"

Another usenet message gives an even bigger list of the major and
minor royals in the funeral procession. The message indicates that
"all of these being on horseback along with various equerries, great
officers of state and military dignitaries."

A web page called "Books on Europe's Monarchs" has a photo of the nine
king who attended the funeral.

The Library of Congress has some film clips of the procession. Visit:

search strategy: "edward vii", funeral, horseback, kaiser

I hope this helps.
