Hello Sublime1-ga and thanks for your answer. Please note that I had
filled and submitted the "Visa credit card joining form" at the
following website of www.netverifier.com/join/msbill.asp but that
joining form was returned and I did not received the "password" for
entering into the above mentioned website and also note that
www.msbill.com provides online credit card billing transaction
services for the above mentioned website. I want to mention that my
Visa credit card is 'active or valid' then 'why' I did not received
the 'password' for entering into the above mentioned website? Please
provide to me 'help' in this problem. Thanks for that.

That particular page (www.netverifier.com/join/msbill.asp)
has a link to a page titled "MSBill Terms & Conditions"
which states:
"If you choose a membership option that renews monthly
(such memberships are clearly marked on the receipt we
send you via email along with the username/password),
you are responsible to cancel the rebill if you do not
wish to have rebilling take place the following month."
This makes it clear that, after verifying and charging
your Visa card, they are to send you the username/password
by email (to the email address you filled in on the
signup page).
At the bottom of that 'Terms and Conditions' page, it says:
"If you have any concerns about your purchase we encourage
you to contact one of our customer service reps either by
phone at 626.577.9933, Monday-Friday, 8:30am to 5:30pm PST,
or through our online forms available 24 hours a day on
this site, or by emailing help@msbill.com "
As I noted in the original answer, the online form to use
when you don't have a record of your transaction number,
and only have your email address to identify you, is:

When you contact them, just inform them that you have not
yet received an email containing your username/password,
and they will be able to sort out what happened. It's
possible that the application form failed to work properly,
and you were never actually signed up.

www.msbill.com billing company and I was told that it processes online
credit cards within seconds so therefore I want to know that can you
provide to me "clarification" of the 'process' under which
www.netverifier.com processes online credit cards for its customers so
that I should be able to become its 'paid member' by filling and

Netverifier is a provider of membership site content,

they pay companies who are able to do so, such as MSbill, which

If MSBill's only response to your contact with them was:
"it processes online credit cards within seconds", this
makes it seem that you did not inform them that you had
not received your membership ID/Password from them via email,
which is what you need to do. The response you quote from
MSBill also does not address the question of whether your
card was approved or rejected, which you need to ask them.
If you contacted them by phone, which seems to be the case,
you might also follow the recommendation I gave in the last
clarification, which is, if you failed to receive an
ID/Password, use their online form to request that it be sent:

And, finally, if MSBill is not assisting you as needed,

Your only option is to try using a different card. If, however,
they have made a record of your name, and are declining to do
business with you because of your record of chargebacks and
refund requests, it may not matter that you try a different card.
In other words, it may be that they are declining to do business
with you, and not simply declining that particular card. This
is something you could better clarify with them.
Also, please understand that I have given you far more than
a $5 response to your question(s) and that additional questions
should be posted separately in the future, as new questions.
We are no longer in the process of clarifying your original
question, which is the function of this feature.
