i play chess on chessbase (fritz8) and sometimes in a game when the
other person is almost out of time they will suddenly start lagging.
their connection will be slower and they will have more time to make
their moves. is it possible to do this intentionally? if so, how.

I have a dsl connection. i don't plan on using this to cheat but am
just curious about if it is possible and the mechanism.

Even before researching this, I can tell you that it is very possible
to intentionally lag a computer. Basically one way to intentionally
lag a connection would be to automatically upload large files causing
the persons connection to start lagging. If the persons internet
traffic (especially upload) exceeds the available bandwidth for their
connection, lagging can result. Another way, a bit more complicated
would be to prevent packets from being returned, causing the server to
have to send them out again.

Here is a method to intentionally lag upstream on a connection (this
only lags the information computer x sends to the game server,
computer x would still be receiving all moves that you make on time:

This program requires Qbasic (usually available on the Windows
installation CD by doing a search of the cd for: Qbasic) and also
requires signing up for a service such as xdrive.com

I was also able to find a nasty little program that I was able to lag
in the free trial version of PlayChess Chessbane. I was able to make
every minute appear to be about a minute and a half with the time
jumping up and down. Unfortunately for me, I ran the program a few
more times (to get more time) and gave it CPU priority to see what
would happen and my computer was crunching away at the tasks and I had
to power down the system. Unfortunately all the internet websites that
I found this application to be on are not suitable to be linked to
here.

This little episode and several of the websites that were showing up
made me give up in finding an application that would work with the
ChessBane software. I had also downloaded a few others which did not
have any effect on the software. I do have a good internet connection
though so maximizing my upload is not an easy task to do, while
someone with a 56k connection could do this quite easily.

Hopefully some of this information will be useful to you. I am
submitting this as a comment and not an answer because I am guessing
that you are looking for a walkthrough on how to make this work with
chessbane itself (and not just the theory behind it). Perhaps another
researcher will be able to better assist you.
