Hello tamasloco,

There appears to be very little information about these charges
online. In fact, I have only located one article and that is available
to purchase for $1.95 as a download and only contains 647 words. I
have this link and a synopsis of the article.

If this will suffice for an answer, please post a clarification to
that effect and I will be notified and happy to supply this as the
answer.
