I would like to know if there are North American
semiconductor/electronic companies who have available positions for
Process Engineers, Quality
Engineers,Test Engineers and Manufacturing & Engineering Supervisors
and do these companies sponsor working visa for foreign applicants
like myself?

         The short answer is  "In principle yes" .

          However, situation changed drasticaly. Few years ago it was
          relatively easy for a qualified EE to find a sponsor.
           Today, there may be very few special situations.

Avenue which remain somewhat  open is to complete course of study at
 US univesity and then look for job, get a job with US company
overseas
and be transfered or have a special, unique and visible skils ..

Considering the economic situation here in the United States which
might really be hard for foreign applicants to land a job but I would
like you to specify semiconductor/electronic companies that sponsor a
H1-B Visa. That might help in my hope to acquire an H1-B Visa.

    I can point you to list of the companies, which used too,
    (which is useless)
    or give you list of companies which do, which is empty.

    That is the answer. Sometimes the equations has no solution,
    right?  Mathematically, that is the answer.

    But, there is always hope, and so

  In my opinion, (humble but based on experience) these day you
  have to do more then send a resume (or 1000 of them).

 You need to do the next step, called networking.

 It can be done over the internet, for example by joining some
  Open Software developer group
 (if you have software skills) or writing a technical paper
  which would impress someone enough to e-mail you etc.


  Good books on job-hunting list such techniques.

 If all that fails, I would get some  education in the US.
 People  start with J1 visa, get a degree, then get HB.
