Hello there;
I have contacted the Great Falls City Planning Commission about your
question. I have requested either a map of the 1995 city limits if
one is available or city annexations since that date. If we can get
the list of annexations, it would be possible to backtrack to the 1995
limits from the current ones. You will find a current map here:

I checked with our mapping division and we do not have a specific map
reflecting the City Limit boundary for 1995. To create such a
document,
one could take the current City map and delete from it the annexations
which have taken place in the last 7 years.
We do keep a listing of annexations on an annual basis. But that
listing
primarily includes the annexation resolution # and a very brief
description of the involved area. To get a definitive description, one
would have to pull and review each resolution which could be 60 to 70
documents over the period in question. It would be no small task.

I'm not sure how far back they go but will search out what I can.
they are part of the same website where I found the map. There may
also be another site where I can find minutes of city commission or
council meetings. I may find a clue there as to where I may find the
rest.
Since today is Friday, if I need to contact anybody else there I may
not hear back till Monday at the earliest.

The PDF files only go back to year 2000 - Give me another day to check
through annexation articles from the Great Falls Tribune. Two years
of PDF files won't answer your question.
Another thing I was wondering about is the response from the
commission may hint that they would pull the files for a fee? Maybe
I'm just reading into it what isn't there. But if that were the case,
what is your stand? Also, if it were something you were agreeable to,
our policy is not to put questioners together with third parties to
obtain information. However, It is not my fault if you have already
copied down the name of the commission contact and the email address
from their response to me :) If you haven't, that's a hint.

Hi again - Found the Tribune archives but they want to charge for old
articles. There is also the situation of having to search through
several articles to put together the information on one annexation.
Do you want me to approach the commission again and see directly if
they will pull the records for a fee? If that is the case, you will
need to contact them directly through the information I "hinted" above
that you keep. We could not transfer payment to them through this
service and I doubt the commission would accept such a thing anyway.
If that works for you, at least on my part, I will consider this
question as unanswered and the money you were planning to spend here
could instead be applied to the cost of having them pull the files.
Please let me know.
