Hello ashy1978-ga,

I located a publication with comprehensive data available on college
and university presidents for 2002. It is a source of demographic data
on presidents from all sectors of American higher education; the
report presents information on presidents’ education, career paths,
and length of service, as well as personal characteristics such as
age, race/ethnicity, gender, marital status, and religious
affiliation. Information regarding the presidential search process and
the growing demands on American college presidents also appears, as do
comparisons with data from previous reports in the series.

Hello again ashy1978-ga,

I located information about the Status of Hispanics CEOs in Higher
Education.

I have the total number of U.S. Hispanic CEOs 2001 in higher education
for California, Arizona and New Mexico. This figure is not broken down
in type of higher education institution or gender of CEO.

I did locate the figure for Hispanic CEOs in Texas for 2 year programs
divided in gender.

Please let me know if this information and the lead to the purchase of
the above publication would satisfy you and I will post it as the
official answer.

Identifying the presidents of community colleges in NM, AZ, and TX, a
total of 61 institutions is within reason.
However, there are 524 community colleges in California, taking the
project out of the level of effort usually associated with the fee you
offer.
Perhaps you would care to split your question?

Forgive me, but I've just re-read your rephrased question and realized
that you now require information on minority female enrollment in
addition to identifying minority presidents. I'm afraid I will be
unable to meet that data  requirement, which entails much different
scope of research.
Perhaps some other researcher will.

Minorty Women Community College Presidents in Texas, New Mexico and
Arizona

This list was compiled by first identifying the community colleges in
each state -- New Mexico, Arizon and Texas, then crosschecking against
directories (cited below) that named the college presidents and
individual college websites, pared the list to female presidents only.

Then by visiting the individual college websites and by Google
searches on the president's name I made determinations as to race and,
in some cases, ethnicity. For the remaining presidents, I telephoned
the college to confirm the president's name and asked whether she was
a member of a minority.

By the way, I've investigated the level of effort required to compile
the same information for the 108 "community colleges" in California,
and given the apparent abscence any list of presidents,  I'd estimate
that it would require several hours more than the six required to
complete these three states.  Visiting individual college websites is
cumbersome and time consuming. Many make it very difficult to identify
the president (a puzzling phenomenon).
I also looked into trying to gather data on minority female students. 
This would be virtually impossible to gather from college websites.
Those few that post student demographics do so by gender and by
ethnicity but not "gender by ethnicity." Unless state education
departments gather that data, it would require telephoning each
campus, and even then, it is not certain they could make the gender by
ethnicity break.
