Hello bucklouise, and thank you for asking this question!

According to the Internet Movie Database, the actor's voice is:
Ted Levine .... Rusty Nail (uncredited) (voice) His voice was not
listed in the credits.

You can find out more about the movie here:
http://us.imdb.com/Credits?0206314

Here is some additional information about the actor:
http://us.imdb.com/Name?Levine,%20Ted

I hope this answers your question sufficiently. If there is anything
else I can clarify, please let me know before you rate my answer.

I AM USUALLY VERY GOOD WITH VOICES , AND I STILL SAY IT'S SCOTT GLEN .
HAVE YOU
DONE A SEARCH ON HIM ? THEY SOUND JUST ALIKE , BUT SCOTT PRONOUNCES
CERTAIN WORDS DIFFERENTLY .

No, I did not look him up, because the IMDB is such a reliable source,
but several other websites concur that it was indeed Ted Levine's
voice as Rusty Nail.
Here is the search page with numerous sites:

"ted levine" +joyride
://www.google.com/search?num=100&hl=en&lr=lang_en&ie=ISO-8859-1&newwindow=1&q=%22ted+levine%22+%2Bjoyride&btnG=Google+Search

And just a couple of the sites that concur it was him:

Joy Ride
"Ted Levine (Rusty Nail) has one creepy ass voice…wonderful piece of
casting"
http://www.joblo.com/arrow/joyride.htm

Joyride
"The mark for this prank - one Rusty Nail, voice acted by Ted Levine,
does not take kindly to how this turns out, resulting in an extremely
tense scene in a hotel with a pretty nasty payoff the next morning."
http://www.geocities.com/tyrannorabbit/joyride.html

Joyride Review
"...and a sinister truck driver who remains shielded from audience
view behind the cold, ocular-like windows of his rig. He has a creepy
voice (not unlike that of actor Ted Levine) and identifies himself
over the radio as Rusty Nail."
http://www.moviefreak.com/reviews/j/joyride.htm

Also, a search of Scott Glen and Joyride shows no connection.
"scott glen" +joyride
://www.google.com/search?num=100&hl=en&lr=lang_en&ie=ISO-8859-1&newwindow=1&q=%22scott+glen%22+%2Bjoyride&btnG=Google+Search

Hello bucklouise-ga:

nvwriter-ga did indeed come up with the correct answer. Entertainment
Weekly Magazine, in its Dec. 21, 2001, issue, praised Levine's creepy
performance in JOYRIDE: "TED LEVINE, Rusty Nail's voice in 'Joy Ride'
Unlike his role as Buffalo Bill in The Silence of the Lambs, Levine
didn't need a suit made of skin to freak audiences out. In fact, he
didn't even need skin: Just the sound of his guttural threats as the
disembodied CB stalker were enough to scare you off crank-calling
forever."

If you still have doubts, you can rent the video/DVD and check the
credits to completely certain. But like IMDB, EW is a trusted,
reliable source.

Sincerely,
nancylynn-ga

Oops -- excuse my "Duh" moment there. nvwriter-ga already pointed out
that Levine isn't listed in the credits, so watching those that won't
help!! (Jeez, the people who made this film really do enjoy taunting &
teasing, huh?) But if EW Mag & IMDB and other sources cited are all
certain it's Levine, it must be him.
