for all Mental Health institutions and facilities in California.

As a means of seeking some relief from circumstances arising from the
facility in question or its impact on your community, you may find
that by contacting these agencies you can either start the process of
rectifying perceived problems or obtain more information on how to go
about doing so:

If you were unable to get satisfaction from these agencies or
referrals to other agencies that may be of assistance to you, Id
recommend you then approach this issue from a criminal/public safety
standpoint. You may call the police whenever you witness or suspect
the following situations (among others) are occurring: Loitering,
panhandling, drunkenness, trespassing, indecent exposure,
prostitution, drug sale/use, disorderly conduct, or other suspicious
or questionable behavior. Additionally, you should notify the
authorities if you suspect that someone is in need of supervision due
to their own inability to care for themselves.
To find out if a particular activity is considered illegal in your
areas, you can search this site for all California laws pertaining to
crime, health and welfare, safety codes and so forth. It, too, is a
fully searchable and comprehensive source. To search for criminal

If these remedies do you correct the problem, consult your city
officials or send them a formal complaint in writing (I recommend
registered mail, in the event that you are forced to seek a legal
remedy against the city).
