Which foreign countries will not extradite United States citizens back
to the United States?

Thanks for your question.  As of Jan 1, 2002, the following countries
have bilateral extradition treaties in place with the United States. 
This simply means that both the country and the US have agreed to
return fugitives to the respective countries.  Therefore, if the
country is not on this list, they do not have an extradition agreement
in place with the United States.:
