I need to find a reasonably good-quality audio file of Ronald Reagan's
speech announcing his SDI ("star wars") missile defence initiative. It
needn't be the full speech, but the clip should be clearly about the
lasers or missle threats, etc.

Hello jhabley, 

I couldn't find a straight audio recording of the speech, but there is
a video of it at The PBS American Experience website. It's only the
last two minutes, but I think it covers everything you're looking for.
 It's available for viewing here:

Hmm.. I tried, but no luck.  Sorry.  However, if you're looking for
clips of similar sorts of films you should look no further than the
Internet Archive's video archive.  The categories that are probably of
most interest to you are Atomic-Nuclear - Weapons and Atomic-Nuclear -
Civil Defense.  The first category is found here:

And the second one is here:

All the movies are available for streaming media viewing, and most are
available for full download in various formats.
