DOES THE POSSESSION ARROW CHANGE AFTER EACH QUARTER IN YOUTH
BASKETBALL OR JUST AT HALFTIME.

It seems such rules differ on which tournament you play and if I am
not mistaken only the US NCAA and youth tournaments (Not the FIBA)
uses the possession arrow rule.
