Where can we get "throat microphones". We want those microphones for
telephone usage that will only transmit the speech of the user and
cancel completely background noise. NOTE: Not noise cancelling
headsets, but throat microphones.

What type of phones do you need these for?  Cell phones, land-line
phones, or two-way radios?

Pryme is the first site so far that seems to sell their throat
microphone online, you can purchase it here ($19-$22). This unit does
have an earpiece so it may not meet your requirement, but still worth
checking out:

meet your requirements:

Since this type of product seems to be made for aviation and
simulation purposes it isn't available at any mainstream online
shopping websites.

Most of the above microphones are for use in 2-way radios, which have
different interfaces than telephones.  I was able to find one company
that sells a basic throat mic designed for cell phones, with a 2.5mm
headset plug, which is standard for most telephones that accept
headsets.  They are, however, a retail outlet, as I assume you are
