I was watching a tv program that featured home that where decorated in
hollywood california. They featured a set designer who had a beautiful
home with unusual decorations.
The one that I'm interested in is about 12 inches long and it's the
body of a dragonfly and a head, that is an actual antique baby dolls
head. You hang it from your ceiling and when you turn a switch it's
wings actually flap.
It's definately whacky and I'd love to actually track them down.

Unfortunately I do not recal the television station it was on or the exact
name of the program - it was something like "Hollywood Homes".
The home that had the "Baby Head Dragonflies" as decorations in it, was
located in Venice beach - California.

You're about 10% their. 
I'm hoping to purchase one and I wouldn't be surprised if it is sold
on a unique "hippie" type web site.
The owner on the tv show was a set designer for hollywood movies, so
she would have regular access to quirky items.

The "baby head dragonfly" had the head of an antique baby doll with no
hair on it. Therefore it didn't look creepy. Even though the baby
dolls head was antique it didn't appear to be old. They may have been
touched up?
The dragonfly body with the wings was solid, it may have been made out
of wood or papermache. I was not soft or plastic.
You hang them from the ceiling and when you turn on the switch, the
wings flutter.
