There are two series that go on for years: 
Polizeiruf 110 ("Police Call, 110")
Tatort ("Crime Scene")

Could it be one of these?

The show was set in germany(berlin?) It was a crime drama-mystery. The plot
was usualy a murder took place then a detective investigated, very straight
forward. I can't remember the character names but I do remember one was
a white guy with brown hair and a mustache, more than that I can't remember
I'm afraid. The show's name in my country was "misdaad" or directly translated
in english "crime". The opening sequence had a theme simular to that of
"mission impossible" it started with slit screen effects of eyes then circles
then you see someones lower body running.

I'm sure yo are looking for "Tatort", the intro of the series starts
with a split screen and lots of black, after that there's circles in
the black, thru where you can see a man running down stairs and stuff
like that, the music resembles Mission impossible, but its the "tatort
theme", which is a classic. (they even have tatort cd's with remixes
of the theme and other songs from the series). "Misdaad" is dutch for
