I'm looking for the explanation of an ingredient that sounds like
"klingair" or "clinger" that is necessary to make cement.

Dear vikone,

The ingredient you are looking for is "clinker".

"The basic input to cement production is clinker. Clinker is a pebbly
rock-like substance that is made by heating limestone and other raw
materials to a very high temperature in a kiln. (...) Limestone is the
primary material used to make clinker."

Though limestone is the main material necessary for the production of
clinker, other substances are involved, too. Here are their shares:
- Limestone.......83%
- Sand.............5%
- Gypsum...........4%
- Shale............3%
- Clay.............3%
- Iron material ...1%
- Other............1%

"Cement is manufactured by combining a homogenous blend of carefully
proportioned raw materials (chalk and clay/shale) at a very high
temperature (1400 ºC) in a rotary kiln. The raw materials fuse
together to form ‘clinker’, a hard granular material. Clinker is
ground to a powder along with gypsum to make cement."

defined chemical composition, is burnt under cotrolled conditions, at
a temperature ranging between 1400 to 1600 degrees centigrade, the
calcium oxide present in the limestone reacts with alumina oxide, iron
and silica. The hot semi solid mass is subjected to sudden cooling,
forming nodules of  10 to 20 mm. The black nodules thus formed are
called clinker."
