You would think they'd choose a sort of 'uniform' way to load heavy
duty staplers, but it seems even similar staplers made by the same
manufacturers have different ways to load!
I have a heavy duty Bostitch (pre Stanley's acquisition) which looks
similar to this, and it has a little wire bar just under the top which
you push toward the back to release the staple tray, and the top pulls
up like an ordinary stapler.

I was able to discover that this particular heavy-duty stapler is
carried by Office Depot. I called the nearest Office Depot for your
answer and the manager of that department (the stapler department,
believe it or not) said the release for the staple tray is in the back
on the upper part of the stapler.

Looking at the graphic ...
- at the upper part, not the base, in the back. There is a 'button'
there which you push in and it releases the staple tray which springs
forward. You can then add your staples and push the tray back til it
'clicks' in place.
It was almost closing time at Office Depot when I called and I didn't
go try it myself, but the manager of their "stapler department"
assures me that the method described above will release the staple
tray to load.
