I want to know when Joann Biggers ran for senate and who won the race.
Is there a local newspaper that would have information on this race?

Hello Gogo-ga, and thanks for a challenging question.

According to an October 8, 1991 article in the Memphis newspaper, The
Commercial Appeal, Joann Biggers was running against Travis Little in
Mississippi's District 4 for a seat in the State Senate.

Oddly enough, I could not find any newspaper articles announcing who
won the election.  The Mississippi papers of the time are not well
archived, I've found.

However, Mr. Travis went on to have a very successful political
career, from which the outcome of the 1991 election is obvious.  At
the Mississippi Senate homepage:

you'll find not only a biography of Travis Little, as well as the fact
that he is President Pro Tempore of the Senate, but you will also note
that his service as a Senator began in 1992.

So obviously, he won, and Joann Biggers lost.

search strategy:  searched newspaper files for "Joann Biggers,
Mississippi" and then perused the Mississippi State Senate list of
current members.

I couldn't find anything online, but this page has info on obtaining
results of elections in Mississippi:
