Hi cenatsd,

I have emailed the Colorado Department of Natural Resources, Division
of Water Resources to see if they can get me a copy of the 1972 Act. 
In the meantime, you might find the following useful:

http://water.state.co.us/pubs/wellpermitguide.pdf - "Guide to Colorado
Well Permits, Water Rights, and Water Administration" (includes
regulations that date from 1972)

http://www.michie.com/colorado.html - This page should lead you to the
Colorado State Statutes.  However, I did not find anything there
titled "Colorado Water Act."
