A page from dictionary publisher Merriam-Webster's web site explains
that in the 1960s:

"Surf's up (an exclamation meaning that the waves are good enough to
ride, let's go) became an all-purpose exclamation with a more general
meaning of 'let's get going.'"

"..."Surfdom" actually evolved first here in Hawaii.  It was an
economic system and political movement centered on Waikiki----but with
a strong and often more macho native group settled on the North Shore
of O'ahu.
The unquestioned Master and Leader of this "Surfdom" was the Duke Paoa
of Kahanamoku.  He ruled peacefully over his happy and loyal subjects
for many years.  It was Duke Paoa of Kahanamoku who originated the
phrase, "Surf's Up!----as a battle cry----and invitation to a good
party
or luau..."
