I have a friend in Romania who want to open online a US bank cheking
account with a debit or credit card.He want the credit card in
Romania.He is a student and he don t have any bank references or
accounts in Romania or elsewhere.I can pay for him all the necessary
fees with my credit card.Please find for me a site where he can do all
this things online fast,with less documents.If you don t find a place
where i can pay his fees it will not such a big problem.Valis
international is no good,they ask for to many documents which the guy
can t provide.(bank references and stuff)

1. The title of the question says your friend is looking for a non-US
bank account, while your message says a US bank -- can you clarify
which it is.

2.  Are you willing to act as a co-signer for your friends account if
the need arises, that is, you and your friend would both be legally
responsible for any charges incurred by the account.

Well,he needs a us bank account in a us bank.He must open it as a non
us resident.No i don t want to be a co-signer so it will not be nay
problem if he funds by him self the account.I ve told you about the
funding from my card cause it would be easier.So do you need any more
clarification.I ve made a mistake by telling you about non us bank
account.

what about the offshore zones (Delaware, Cayman etc.)?
Pro: should be fast an easy there ...  think you even don't need a
checking account in order to get debit or credit cards.
Contra: might be expensive
