Dear superfish,

The Italian Association of Gears and Transmission Elements
Manufacturers knows only one single manufacturer in Legnano: O.L.I. -
but their address is Via Gramsci 28, not Viale Cadorna 28.
Also, no gearbox manufacturer named "E.M.S.A." shows up anywhere in
current Italian directories, and no company is obviously associated
with the address Viale Cadorna 28 in Legnano, as far as online sources
are concerned.

Thanks for this information 
It is a little more than I have but basically that's wher I ended up
also
The reason I am looking for this specific manufacturer is we have such
gearboxws with his makers mark & also apaper tag with the basic
information I have provided so they must exist

You could also call up Italian OEMs
Purchasing guys who buy gear boxes
and ask them.  Plus you could check
out U.S. Gear Box companies and see
if they have clues.
