In NYS what are insurance companies allowed to invest a portion of
there premiums collected in?

The laws governing investments by New York State insurance companies
are complex.  The applicable law is Article 14 of Chapter 28 of the
New York State Consolidated Laws, which you can find on the New York
State Department of Insurance Website, here:

You don't mention what you want the information for?  If you are
interested in understanding how insurance companies invest their
assets, you may be interested in the following report from the Federal
Reserve Bank of New York.
It is called "Non-bank Financial Institutions"

Page 5 of the report is a pie chart showing the life-health insurance
industry's distribution of assets at year-end 1999; page 7 shows the
same breakdown for the property-casualty industry.  This information
is not, however, specific to New York State.
