How can she find her mother when she know only know the name only.
What sites and agencies that could help finding the mom.

P.S. We can't contact The American Embassy in Saudi because it is

Hi redosam,

One of the criteria for obtaining a US citizenship through a parent
with a US citzenship is stated below:
"Birth Abroad to One Citizen and One Alien Parent in Wedlock: A child
born abroad to one U.S. citizen parent and one alien parent acquires
U.S. citizenship at birth under Section 301(g) INA provided the
citizen parent was physically present in the U.S. for the time period
required by the law applicable at the time of the child's birth. (For
birth on or after November 14, 1986, a period of five years physical
presence, two after the age of fourteen is required. For birth between
December 24, 1952 and November 13, 1986, a period of ten years, five
after the age of fourteen are required for physical presence in the
U.S. to transmit U.S. citizenship to the child."

This may prove to be a difficulty considering your friend has lost
touch with her mother. She would need documents to prove her mother
lived in the states for the period of time indicated above. Can she
somehow obtain this proof? Let me know and I will then continue
researching your question.

Regards,
rainbow

<Certain individuals born outside the U.S. are born citizens due to
the principle of jus sanguinis ( the country of the citizenship of a
child is the same as his/her parents). Links to the relevant law are
given at http://www.ins.usdoj.gov/graphics/services/natz/citizen.htm .
The procedure for claiming citizenship is explained at
http://www.ins.usdoj.gov/lpBin/lpext.dll/inserts/slb/slb-1/slb-9812/slb-33064?f=templates&fn=document-frame.htm#slb-cfrp341
. ). In order to claim citizenship you need to complete form N 600 and
include your birth certificate.

Tracing a missing relative.
You can initially try a search for your mother’s name on the internet.

<For advice on finding a missing person.>

There are a number websites where you can try to locate missing
people. These include:

http://www.mispers.com/

http://www.missingperson.net/ Makes a $29 charge for a search.

Another alternative is to contact friends and relatives who may have
information about the whereabouts of your mother.

People often return to areas that they know so you may find it helpful
to concentrate your search on areas where your mother has previously
lived. Many local newspapers contain contact sections where you can
place an advertisement for a small price.>

<Hope this helps.>

The link I posted above only answers half your question, I'm sure a
google researcher can answer the second half. If her mother was
immatriculated at the Embassy and her mother recognized her child
officially, then there shouldn't be any problems.

"14. My son/daughter was born overseas. Can he/she become a US
citizen?

In many/most cases, a child born outside the US to a US citizen or
citizens is a US citizen by birth (and, in the opinions of most legal
scholars, qualifies as a "natural born" citizen eligible to become
President or Vice-President).

So the question is not whether the child can "become" a US citizen,
but rather how the parents can go about documenting the fact of the
child's citizenship.

Of course, her Mum may have re-married and she could be anywhere now.
Finding her could be tough but not essential.

Has your friend got (or can she get):

Her own birth certificate?

Her parents' marriage certificate?

Good.

Then I suggest that she gets copies as soon as possible.

Officials like to see documents.

Good luck!

If her name is uncommon, and her approximate age is known, go to
http://anybirthday.com - the search result gives her last known
zipcode - then try online phone books and county records via
