When you put your search terms in quotation marks, Google searches for
the identical phrase. That is, the words must appear in the exact
order and together, just like youve specified.
But, if you take away the quotation marks ---

You DO get results, because now Google is searching for documents
containing all of the words, but not necessarily in the order you
have typed them, and not necessarily together.

Notice that at the top of the page Google is suggesting that perhaps
you meant to search for :
Positive on-hitbase
That is because it has apparently found at least one page that
contains that term:
Finally, if you KNOW that there exists a page that contains :
"Positive on-hit, base." (For example, if it is in your web page) and
you are wondering why it doesnt show up in your search, it is
probably because that page has not been indexed by Google yet.
