To understand the policies,social,education as it relates to the
official politcal party that is in office and the distribution of
power in regards to enforcing social programs by both the mayor and
there prinary go to person in office.  In order to access the
unemployement rate for this city it is important to understand what
types of programs were ever legistaed now that Xerox,Kodak are no
longer playing a active employemnt role it is important to understand
if any of the social programs under the arious deputy mayors ever had
a part of making a fundamental  economic change for individuals
