Hi,
I'm looking for support for the theory that some implemented
"solutions" to the problem of homelessness actually exacerbated the
problem... This can be evidence that historical solutions caused the
current homelessness crisis or (reasoned) speculation that current
policies are doing so.
The "support" could be in the form of academics offering theoretical
justifications for the theory, researchers offering data in support of
the theory, or homeless/formerly homeless persons offering anectodal
evidence in support of the theory. Moreover, cited information can be
freely available on the web or in books, magazines, or other
publications.
Also of interest would be analytical/statistical evaluations of
current programs/policies/laws implemented to prevent/end
homelessness. If this information is also provided, I will tip
generously. However, please don't answer this question unless you can
provide evidence in support of the initially outlined theory. If you

Sorry, 2 other quick notes:
- Information on how other governmental programs exacerbated the
homelessness problem would also be welcome, but I am looking
specifically for information on government programs instituted to
combat homelessness itself.
- Also, international evidence would be welcome as well, but I am
looking primarily for U.S. specific evidence. Information regarding
New York City would make me especially happy, but that is likely too
much to ask for.
