Specifically looking for Fairly Good FREE Servers accessible in
Madison, Wisconsin. I should be able to access it through my outlook
client.

Also, how do I go about searching for one ?

I don't mind becoming a member of one of the service, provided it is
free(eg, Yahoo email)
