To answer it, I went to the Jacksonville Airport Authority website

and checked their Flight Schedules page.

I then checked each of the cities listed in the dropdown to see
whether they flew directly to Jacksonville, were in the U.S., but not
in Florida. The large majority of cities do not have direct flights to
Jacksonville. The ones that satisfied all criteria are:
