I need to purchase picnic table stabilizers -- something that you can
attach to  picnic table benches to prevent the table from tipping
over.  We own about 45 tables (we are an out door restaurant) and our
insurance company says we must stabilize them.  I'm not looking for
the answer "two by fours" or something like that but hopefully
something that is made specifically for this problem.

The picnic tables are on a variety of surfaces:  10 on cement, 9 on
asphalt (these ones are esp. tippy), and the rest on dirt/wood chips. 
We move them every winter.  Theft hasn't been an issue;  just people
tipping (esp. people that don't understand everyone shouldn't sit on
the same side of a picnic table).  Some of the picnic tables are all
wood while others are wood with a metal pole type frame.  The area is
not secured when we are closed.

Perhaps you could use auger anchors such as those which are used in
stabilizing playground equipment.

Here's a photo of an auger anchor. The black stake screws into the
soil, which prevents tippage:

You dont mention the surface they are on.  Cement, grass, stone, etc
and whether you can (or want) to dig/drill into the surface

Do the tables need to be easily movable???

Also- are the wood plank type, or metal/cement/plastic framed???

And is the only goal to prevent tip-over or is movement/theft a concern

Is the area (presumably outdoor) secured when you are closed??

The auger anchors DID work for the picnic tables on dirt -- how do I
get you your payment??
