Bernard Philip Seth, British, born Singapore 1879.  Trace PLACE and
date of Birth for British Father and Grandfather.

The birth of British subjects born overseas may have been registered
with the local Consul (my daughters were). However, my daughters were
born much later and, in any event, it's entirely optional.

The Family Record Centre in Islington London is therefore a good place
to start but their records are not on-line.

And I wouldn't be overly optimistic but you never know unless you
look.

Unfortunately there is no record of either of Joseph parents.  The
next thing to try would be to get a birth certificate for Philip.
