Hi onejohnny-ga,
    To start with, you will find that the error message refers to the
file 'osa9.exe', and not 'Rosa9.exe'. Osa9 is a small program that
ships with MS Office 2000. You can find more information on it in the
following Microsoft knowledgeBase article:
     - MSKB Article 210875: What Is the OSA9.exe File and What Does It
Do?
       ( http://support.microsoft.com/?kbid=210875 )

    The problem you are facing is a known problem with MS Office 2000,
that occurs if you had MS Office installed on your computer and then
upgraded to Windows 2000. You can find this problem and its solution
documented in the following MS KnowledgeBase article :
     - OFF2000: Error Message "Osa9.exe Has Generated Errors and Will
Be Closed by Windows" When You Click New Office Document in Windows
2000
       ( http://support.microsoft.com/default.aspx?scid=kb;en-us;254864
)

    As you can see from the above article, the only solution to this
error is for you to obtain and install Microsoft Office 2000 Service
Release 1/1a (SR-1/SR-1a). You can download and install this release
from the MS Office Download Center :
        - Office 2000 Service Release 1a (SR-1a) Update
          ( http://office.microsoft.com/downloads/2000/O2kSR1DDL.aspx
)

   For more information on this update, be sure to check out the
following article:
        - OFF2000: How to Obtain and Install the Microsoft Office 2000
SR-1/SR-1a Update
          ( http://support.microsoft.com/default.aspx?scid=kb;EN-US;245025
)

Hope this helps.
If you need any clarifications, please don't hesitate to ask.
