I need to purchase popups or popunders. The seller should not have a
restriction that the popups/popunder should not be able to open IE's
"Change Homepage" box upon exit. Understandably many pop sellrs would
not like to have the pop open such a box, but I am correspondingly
willing to pay more for the popups/popunders.

  G'gle or F'stclick for example do not sell advertising that opens
popups or poupunders. So a good answer will tell me 1) Is there a big
seller (like G'gle or F'stclick) who sell pops with no such
restrictions. 2) Where to find smaller sellers who may sell such
advertising (I am assuming the smaller sellers will be more willing to
do this)? Is there a central place to find them, or is there any
listing of them somewhere? 3) What prices may I expect to pay for such
pops?

  I guess people who host ad'lt sites have similar questions, but my
site is not ad'lt. Actually it is a rather useful site for everyone
(www.rulethenet.com). The reason for my asking this question is that
the current sellers of advertising who I have been using are averse to
popups/popunders.

Clarification about the sources of information I am already aware of:
1) Alexa.com, where I can get identify sites with medium to heavy
traffic 2) Firms like Fastclick, Doubleclick etc.
