After the WTC attacks, did Germany, France, Belgium send the USA any
form of foreign aid???

Dear snowwalker,

I have not done any research yet. But I remember that, like all
European countries, Germany, France and Belgium offered help (trained
dogs for searching people in the ruins; specialists of all kinds;
tools etc.). And I also remember that New York City as well as Federal
government speakers refused all help offers with an explanatory
statement along the lines of "We don't need any foreign help. We can
help ourselves."

Agree with Scriptor.  All our allies, and yes these
three are still our allies, offer help and assistance
of any kind and we usually tell them "Thanks, but
we have it taken care of" unless there is something
that they have that we do not.
