I've heard that many software jobs are being outsourced to India,
Russia, China, and other countries with cheap labor. Can you find me
statistics on what percent of the programming in the world is done in
different countries (India in particular)? I'm also interested in
finding out what percent of programmers in the US are non-citizens
here under an H-1B visas, and in how these statistics have been
changing over the past decade.

Man-hours, lines of code written, or dollars generated would all be
interesting. Any of these would work.

martinjay-ga tells me I'm being unreasonable. If you're a researchers,
let me know whether you agree with him. Perhaps I can adjust the
question parameters to make it a little more fair.

Think about what you are asking.  'What percentage
of programming is done?'  In terms of what - man-hours,
lines of code written, dollars generated....
Better be more specific, and this is not going to
be a two dollar question unless you are looking
for a specific fact and it is easy to find.  Good luck,
and I live near i2, who people tell me has been moving
jobs over to India.  Makes sense, just as manufacturing
moved over the last decades, programming is even easier
since importation and logistics costs are nil.  One other
places is Romania also.

You will be lucky to get a guesstimate on the first
two, and the third is probably not a 4 dollar question.
Let's wait and see.
