How does the California Interscholastic Federation (CIF) calculate
individual school enrollment for the purpose of determining member
schools' competitive divisions in boy's basketball? Is enrollment just
the total number of students. Or, just the number of boys at the
school?

Hello jerseyrod2003-ga,

The bylaws of the California Interscholastic Federation (CIF), with
respect to basketball, state that "enrollment ranges for Division I-V"
must fall within "CBEDS parameters".

"2002-2003 California Interscholastic Federation Constitution and
Bylaws: Article 16: Basketball" [Section 1606. CBEDS Parameters]
California Interscholastic Federation
http://www.cifstate.org/Governance/bylaws.htm#basketball

It is clear from the CBEDS (California Basic Educational Data System)
administrative manual that enrollment includes both boys and girls.
"School enrollment" is defined as "an unduplicated count by grade,
gender, and racial/ethnic designation of students enrolled on
Information Day." In other words, school enrollment under CBEDS is
the total number of enrolled boys AND girls.

"Administrative Manual for CBEDS Coordinators and School Principals"
(October 2002) [page 2, "General Information about CBEDS", near bottom
of left column; see also page 21, "Instructions for Completing the
School Information Form", under "B. School Enrollment"]
California Basic Educational Data System
California Department of Education

Thus, for the purpose of determining member schools' competitive
divisions in boys' basketball, "enrollment" is the total number of
students, not just the number of boys, at the school.

It appears that the CIF Sections agree with this interpretation. For
example, the Central Coast Section has used the same enrollment
figures for both boys' basketball and girls' basketball.

"2001-2002 C-BEDS--Grades 10-12 used for 2002 Boys Basketball Season"
California Interscholastic Federation Central Coast Section

"2001-2002 C-BEDS--Grades 10-12 used for 2002 Girls Basketball Season"
California Interscholastic Federation Central Coast Section
http://www.cifccs.org/playoffs/cbeds/01-02-gbsk%20for%2002.pdf

I hope that this information is helpful.
