Hello again markabe,
This site has other Q Magazine specials and has an assortment of
Beatles collector books. Might be worth an inquiry:

This site mentions how it can be ordered from Q, though you mentioned
that it does not appear on their web site:

Q'S special Beatles edition
Infobeat (E-zine. Unavailable online)
19 November, 1999
There's no question on where Britain's Q magazine stands concerning
who is the rock act of the millennium. The music mag has just put on
sale a special edition dedicated to the Fab Four, the first time it's
ever dedicated an issue to a single artist. Q's tribute is 164 pages
and features reprints of its exhaustive past coverage of the Beatles
as well as new pieces and previously unpublished interviews and
photos. Among the features are eyewitness accounts of the first
meeting between John Lennon and Paul McCartney, as well as manager
Brian Epstein's first meeting with the band at the Cavern Club in
Liverpool and an in-depth look at The Beatles Anthology project. The
print run is limited to 80,000 copies and costs about $8 per issue.
Fans outside Britain can order it via the Q web site (www.qonline.com)
or by calling 011-44-185-843-8829.
Searching multiple ways, these were the only possible leads I have
been able to uncover.
And, it seems, since the above mentions "1999" as the special edition,
and my original find shows "1995", I am not sure which is the issue
you really seek.
